ABOUT THOMAS BUCHANAN
Tom brings more than four decades of law enforcement experience, culminating in
his role as Assistant Director of Police Services for the Miami-Dade Police Department responsible for more than 2,500 employees. In that position, he oversaw multiple police districts, specialized units, and critical operational functions within one of the largest law enforcement agencies in the United States. Additionally, as Commander of the Special Victims Unit, Tom directed one of the department’s most sensitive investigative bureaus, overseeing complex cases involving sexual assualt, domestic violence, child and elder abuse, human trafficking, missing persons, and sexual predator compliance.
Throughout his career, he developed and led initiatives focused on officer performance,
organizational reform, threat prevention, crisis response, and modernizing public safety
operations. His leadership experience spans frontline policing, executive command, specialized
operations, and the implementation of new systems designed to solve complex challenges.
Today, through Buchanan Solutions, he is focused on advancing the future of policing and
public safety through innovation, research, and leadership development. Current initiatives
include the development of PhantomCite™, a next-generation officer-controlled traffic
enforcement concept; collaboration with leading university researchers on body-worn camera
and use-of-force analysis; creation of The Art of Policing, a media platform exploring
leadership, intuition, and human performance in policing; and strategic development of a
regional public safety training and research center designed to integrate law enforcement
education, cybercrime training, and emerging technologies.
Collaborating with researchers at Princeton University and the University of Pennsylvania on AI-assisted body-worn camera and use-of-force research. Also supporting grant strategy, training infrastructure development, and multidisciplinary public safety partnerships — including work with the Montgomery Public Safety Institute (MPSI) and South Florida State College.

Provided executive leadership and operational oversight for one of the nation's busiest law enforcement aviation units within the Miami-Dade Police Department. Led major operational reforms across flight safety standards, aviation leadership structure, maintenance and procurement modernization, pilot training improvements, aviation operational accountability, and the acquisition of four new Airbus helicopters. The aviation unit supported countywide emergency response, tactical operations, homeland security missions, search and rescue operations, and critical incident response.

Following the Parkland school shooting, developed two interconnected frameworks addressing the full spectrum of targeted violence — from early intervention to active incident response. The first is an innovative threat assessment model integrating law enforcement intelligence, behavioral assessment, mental health coordination, case management, and community collaboration to identify warning behaviors and intervene before violence occurs. The second is a comprehensive mass violence response strategy built specifically for large urban environments, addressing the widely recognized breakdown in command and coordination observed during the Broward County response — where the primary problem was not a lack of officers, but the uncontrolled arrival of too many units without defined roles or structure. The strategy assigns clearly defined responsibilities to every level of response — from the first officer on scene through command staff — incorporating layered redundancies, rapid establishment of perimeters, command posts, staging areas, and casualty collection points, while allowing dispatchers to read role assignments directly to arriving units. The framework emphasizes organized deployment, role clarity, and operational discipline to reduce chaos and restore command-and-control during high-risk incidents.
